To his credit. the President proposed increased funding to address this issue. but focused that money on urban areas alone. In the Budget Committee. we affirmed that rural infants are just as precious as urban infants and we increased infant mortality programs without geographical or other prejudice. We also refused to pay for this funding by cutting from effective programs such as community and migrant health centers or maternal and child health care. I make this point specifically. because as you look around for solutions to the health care problems of this country. when we look around the country whether it is urban or rural. we find that one of the most successful programs are community and migrant health centers. They deliver the health care cost efficiently. and yet the President suggested taking money from that and moving it into another area. and I think that is a legitimate area of difference. I urge rejection of the Presidents budget and support of the Democratic alternative package.
