Let me offer this as not a total solution. but at least as a manner by which we can address some of the problems. Recently we heard that Iraq has petitioned the United Nations to lift the sanctions. to allow it to sell a billion dollars worth of oil. so that it can buy desperately needed food. medical supplies. and other things for its people. Let me suggest that we do lift the sanctions. but we see to it. because we can control the flow of both oil and revenues. by way of agreement. that those moneys go for the refugees first. for the Kurds. for the Shiites. to pay for this massive effort. And it will be a massive effort. it will be an effort probably bigger than any we have seen in our lifetime in such a short period of time. So let us use that money and see to it that that money goes to its rightful purpose.
