These organizations are coordinating the commern)raion in the United States of the "International Year of Tibet"--an important effort involving 32 countries to save Tibet before its people and ancient culture altogether disappear. The Dalai Lama is Internationally recognized as a man of great wisdom and vision whose teachings and example serve world leaders everywhere. As we contemplate todays most difficult questions of policy and politicsthe plight of Kurdish refugees. Middle East peace prospects. the Baltic freedom movementwe would do well to remember His Holinesss counsel that our minds be led by our conscience to a "responsibility for truth and justice." Today. I wish to remind my colleagues that the United States Congress has Its own responsibility to the peole of Tibet.
