President. I am far from confident that the amount of aid authorized in this legislation will prove to be sufficient. Estimates of the cost of caring for as many as 2 million refugees already range to 10 times this amount. But it is a beginning. I congratulate the administration on its decision to begin sending aid and I hope that it will embrace this measure as well. Mr. GORE. observed there will be new chapters of international law written in the course of our dealing with this issue.
