Such action would not in itself lead to rebel victories over Saddam. But we could. in that simple step. end one horrific tool of Saddams suppression of the Iraqi people. We could. in short. save many lives. Third. we should encourage passage of a new Security Council resolution as proposed by British Prime Minister John Major. That resolution would create U.N.-sponsored "safe havens" within Iraq to provide immediate relief for the beleaguered refugees. But there will be no safe havens unless their safety is assured by a military presence or capability. The security of those buffer zones must be protected by the use of force if they are violated.
