President. we should encourage Arab States to begin at least taking confidencebuilding steps that will signal their commitment to peace. Syria will be a key player in the process. In the confidence building category. we should urge the Syrians to finally resolve the issue of Jewish emigration. Mr. President. I am introducing a resolution that calls on Syria to do just that. Syria continues to deny the basic human right of emigration to Syrias 4.000 Jews. This constitutes a direct violation of the Universal Declaration of Human Rights to which Syria is a signatory. Jews suspected of having traveled illegally or even of planning to do so have been arrested. interrogated. and subjected to lengthy imprisonment.
