I came over really wanting to take a look at the NicklesDeConcini amendment. having read a summary that indicated there was very li!ttle flexibility. In fact. the Senator does offer flexibility. He says that if the President determines and certifies to the appropriate congressional committees that the Government of Jordan is taking steps to advance the peace process in the Middle East. then aid can continue. He also permits refugee assistance or training for people. So it does seem to me this is not a rigid amendment. it is one that sends a message that I think should be sent. I came over here thinking I was going to oppose the amendment.
