Matiba has been denied proper medical care for so long that his physical condition may be lifethreatening. Despite these continuing abuses of human and civil rights by Government security forces. last month the administration released to the Kenyan Goverment $5 million of the suspended $10 million in United States military aid for fiscal year 1990. These funds were released to the Kenyan Government as an expression of United States gratitude for Kenyas support during the gulf war and for its willingness to accept as refugees United Statestrained Libyan rebels who had escaped from Chad. Certainly. the United States is grateful to Kenya for these acts. If the gulf war has taught us anything. though. it is that the United States should not enter into close friendships with brutal dictators and that it should take a strong stand on the side of freedom.
