The plight of Chinese nationals seeking asylum in the United States following the Tiananmen Square massacre brought Senator Armstrongs quick action. He sponsored an amendment to help Chinese natinnals fleeing the Communist Governments population control policies of forced abortion. infanticide. and sterilization. While the legislation was ultimately vetoed. the President promised to implement the bill and the Armstrong amendment by regulation.
