State food stamp administrators have complained that the current definition Is far too complex and excessively errorprone. The current household definition discourages lowincome people from doublingup In the homes of relatives. This is extremely counterproductive at a time of rising homelessness. These rules particularly hurt migrant farm workers. who may live separately in their base States but doubleup with relatives In labor camps during their travels to save money.
