We must discuss the best way to make sophisticated retraining programs available to displaced. veteran workers. We should build on the workplace literacy programs administered by the Department to tackle the high rate of illiteracy in this country. We must accept the fact that the demographics of the work force are changing. that by the year 2000. women will make up about 47 percent of workers. and 26 percent of all jobs will be held by minorities and immigrants. And. we must attempt to minimize the number of youth that are undereducated and undertrained by providing youth with the skills they need to be productive participants in our work force. With close to 61 percent of women with young children working. we need a national policy for family and medical leave.
