Education Department regulations published in the Federal Register late last month interpret the new laws testing requirements for admission as applying to all college and trade school students. even if they do not receive federally guaranteed loans. The result has been a national disaster as thousands of worthy students nationwide will find their opportunity for educational advancement eliminated. Needless to say. this regulation will disproportionately affect minorities and immigrant students. Whereas many of our Nations community colleges. for example. have open door policies. this policy would require all students without a GED or high school diploma to pass this exam. As Dr. Dennis Brown. communications chair at the El Paso Community College. recently pointed out: At El Paso Community College. which is nestled in the heart of the largest United StatesMexico enclave. 3.000 highly motivated and academically prepared (Spanish language) current students. and thousands of future students. would be denied access to college.
