Hungary and Czechoslovakia have not fulfilled the requirements of the JacksonVanik law. East Germany is no more. We still await further positive change in Romania and Bulgaria before granting MFN. We have not. to this day. actually granted MFN status to the Soviet Union. even though 400.000 people freely emigrated from the country in 1990. We insist upon formal passage of an emigration law by the Soviet Government before we will grant MFN treatment. And the most recent Soviet actions in Lithuania certainly will raise new obstacles. Yet. we continue to confer MFN treatment on an unreconstructed. unrepentant. unchangeable totalitarian regime in Beijing.
