And we have earned the worlds appreciation for our devotion to the creation of another. better world based on respect for international law and the lawful resolution of disputes between nations. The United States is in the gulf because world order cannot be based on hope and good intentions alone. We have seen conflicts in the developing world cost the lives of millions. and produce over 10 million casualties and refugees since the end of World War II. This is the moment. and the gulf is the place where we may well determine for a generation or more the nature of the postcold war world. If we do not stop Saddam now. the new world order will be defined by the proliferation of regional conflicts. the establishment of regional superpowers. and the transformation of the international arms race into a worldwide race for weapons of mass destruction.
