This legislation would grant lawful residence status of certain aliens enlisting In the U.S. Armed Forces. This bill is Intended to alleviate the critical manpower shortage currently facing several national guard and reserve units throughout our Nation. On September 21. 1989. an earlier version of this measure was the subject of hearings before the House Judiciary Subcommittee on Immigration. Refugees. and International Law. In response to comments from the Department of Defense. the Department of State. and the Immigration and Naturalization Service. I revised the original legislation to narrow its focus and making it more responsive to the bills original intent. H.R. 5458.
