Congress did its job. We voted on two occasions to ensure equal opportunity for all in our great Nation. Sadly. the President has failed us all In meeting that challenge. Consequently. I fear that thb climate for Intolerance remains despite numerous changes to the Civil Rights Act to insure it was not a quota bill. Has the word "quota" replaced the name "Willie Horton" as the code word of the Bush administration? I hope not.
