Mr. Speaker. I rise in support of the conference report to S. 358/ H.R. 4300. the Immigration Act of 1990 as amended by our action last evening. I would like to take this opportunity to thank the members of the Border. Hispanic and Black caucuses for helping to delete the provision in the bill that would establish a pilot project that could have very well led to the adoption of a national identification system. That provision was objectionable and repugnant enough to worth risking the defeat of the entire bill for this session of Congress and my friends from California.
