When Mr. Dag learned 10 years ago of the illness and then death of his sisterinlaw in Turkey. he was torn with grief and despair at not being able to be with his family. His brother is still suffering from Ill health. and Mr. Dag desperately wants to spend time with his brother before it is too late. Despite repeated efforts to seek redress through the Immigration and Naturalization Service. Mr. Dag has not been able to obtain relief through administrative channels.
