I rise in strong support of the conference report. At this point I would like to engage in a brief colloquy with my colleague Mr. MORRISON. the author of this legislation. for the purposes of clarifying the language in section 515tb) of the conference report. It is my understanding that an alien who has filed an application for political asylum or withholding of deportation at any time prior to the effective date of this legislation. even when that application has been withdrawn and a motion to reopen the request has been granted. will not be subject to the provisions in section 515(a) of this measure. Is this correct?
