We are a Nation that cannot adequately educate our people. We do not adequately train our unemployed. We cannot protect our population from crime. We cannot even find homes for the homeless. Yet. Members come to the floor and ask us to vote for a bill that increases legal immigration by onethird beginning next year. I submit to you that the average American would be aghast if he thought that his Congress was busy in the waning hours of this prolonged session dealing with a matter which is so contrary to the viewpoint of the American people at this stage in our history.
