President. at hiring these magnificently talented young people because of the uncertainty about their futures. Families may suffer. lives may change. but we are tired. so they must wait until next year. Let us pray. Mr. President. that hope and resolve do not fade as easily as do images of courage. Mr. President. I would like to direct an inquiry to the distinguished chairman. Senator KENNEDY. of the Immigration Subcommittee. I have received assurances that in the next Congress we will consider the issue of permitting the Chinese students to apply for temporary residency. Would the subcommittee be willing to pursue this matter early next year?
