Mr. Speaker. I rise in strong opposition to the rule preceding the conference report on S. 358. including provisions mandating a uniform national work permit document or identification card. proposed to reform discriminatory practices which have resulted from employer sanctions. Mr. Speaker. our current documentation system demands that employees provide employers with documentation to prove their legal residence in the United States. In my district. Dominicans. Haitians. Asians. Puerto Ricans. and AfricanAmericans are often subject to employer discrimination. because they may look or sound foreign. I ask my colleagues to consider how a national identification card would correct this unjust prejudice.
