I agree with the chairman of the Committee on Rules when he said this bill is dead if it is not passed this evening. 0l 2240 No bill is carried over at the end of a Congress at all. In a new Congress it has to be reintroduced. go through the committee process. go through the House and the Senate. go back to conference and go back to be voted on again in each House. Since no conference report at the end of a Congress is carried over. it is important to proceed with this immigration measure. I think it is helpful to the immigrants who come and seek employment to have an identification card when they do not have a Social Security card and maybe not even a drivers license. If they have that card it seems to me that they are provided identification for employment. and after all. employment is what this is all about. There is not any discrimination.
