Mr. Speaker. I rise in support of this rule. and I urge my colleagues not to allow the best to be the enemy of the good. as we debate one of the most farreaching. and one of the most appropriate reforms of our legal immigration system that has ever been considered in this Nation. First. to address the objections to the rule on the basis that this legislation. in some fashion. is not as favorable to family unification or other goals that the House had as the House bill. it certainly is true that there are certain respects in which. as happens in all conference committees. we compromised with the other body. with respect to numbers. but anyone concerned about unification of families. especially immediate relatives. should leap at the opportunity to adopt this legislation. which expands dramatically. the opportunity for spouses and minor children to be reunited. much higher numbers than exist under the current law. much more attention to those individuals who are legalized under the 1986 law. to see to it that those families are brought together on a legal basis. This family unification legislation is excellent. and is far superior than current law.
