I thank my friends for yielding. Mr. Speaker. my remarks will be primarily in response to the gentleman from California. because I think we all know that if he prevails on the rule. then that is the end of immigration. that is the end of efforts in three different Congresses when the Senate has acted on this bill. and certainly the end for any further consideration in this Congress. I credit the gentleman from California with his humor on defining biometric. The bill in front of us. incidentally. refers to the use of biometric identification systems as developed pursuant to the AntiDrugAbuse Act of 1988.
