Session #101 · 1989–91

Speech #1010244954

Are we going to really not vote against this rule. and then have to explain to the American people why it was more important for this House to start a national identification plan before we even considered the budget of the United States that is going to run this country for the next year? Why. I ask. is this so important? Why can we not ask them to take this conference report back. take this ID section out. and then bring the Immigration Act back to us maybe tomorrow. or whenever it may be? I am prepared to vote for it. without a national identification system. I dont think the American people deserve the kind of treatment one sees in the conference report before the House and ask for a no vote on the rule.
