contributions on the issue of manufactured housing brought about a resolution that will allow time for further study and investigation before major changes are implemented. Improvements in rural housing programs are contained in the conference report. These include targeting funds to underserved rural areas. including the Colonaswhich Mr. COLEMAN has advocated forand one area that Mr. ESPY and Mr. EMERSON have worked particularly hard forthe lower Mississippi Delta region. It also includes an initiative that provides much needed housing for rural migrant farmworkers and rural homeless. The conference report provides significant improvements in programs serving elderly and disabled persons which integrate housing and supportive services. Other necessary reauthorizations and improvements in existing programs are also contained in this bill.
