Vocational education programs funded at $1.2 billion will also assist in this effort. A portion of these funds have been directed to developing specialized training and demonstration programs in the Northwest as well as other regions of the country plagued by the threat of unemployment. Another segment of our population troubled by unemployment and underemployment is the migrant and seasonal farmworker. A total of $70.3 million has been provided for programs to aid in producing stable. yearround employment for these workers. both in and outside of the agriculture industry. Also included is $51.7 million for migrant health care and $295 million for educational serviced for elementary and secondary. as well as college bound migrant students. Mr. President. the incidence of homelessness is a growing problem for this Nation.
