Mr. Speaker. this month marks the 10th anniversary of the signing of the Refugee Act. which established a compassionate and comprehensive U.S. response to the vast migrations of people fleeing persecution and seeking new opportunities for themselves and their families. As a nation of immigrants. we have a deep understanding of and sympathy for the plight of those seeking refuge. and we have generously opened our doors to them. We recognize the energy. vitalilty and talent that refugees bring with them. and the benefits that can be derived from a multiethnic society. The refugees who have entered the United States since the advent of the Refugee Act. and the refugees who have come to our shores before them have enriched our society in large and In small ways. and in every field of endeavor. Mr. Speaker. House Joint Resolution 653 authorizes and requests the President to designate October 30. 1990. as Refugee Day to honor the refugees who have come to our shores seeking a new life free from persecution. and also to honor the Americans who opened their arms to welcome them. I urge passage of this resolution.
