Mr. President. I regret I was not here earlier In the debate as one of the principal sponsors. along with Senators HATCH. KASSEBAUM. and PELL. We were in the conference on the immigration bill. I commend him for the excellent leadership he has provided in this extremely important area of public policy. The debate on the future of the National Endowment for the Arts has consumed this body for over a year. Were this truly a debate about the proper role of the Federal Government in supporting the arts. it would be significant enough. But even more significant. is this assault on the First Amendment protection of freedom of expression.
