There is reason to be concerned about the Jewish settlements. Not only does the October 14 decision call into question the assurances provided by the Israeli Government. but last Aprils covert Government funding of a new Jewish settlement in East Jerusalem by funneling $2 million through a Panamanian front company raises serious questions about Israels settlement practices. What was particularly disturbing about this incident is that this action came at the same time that the Israeli Government had not constructed one single new housing unit for the massive influx of Soviet refugees. Mr. President. let me return again to the matter of the international consensus on the need for peaceful resolution of the Middle Easts problems.
