S. 15 goes a long way to increase and improve trauma care delivery by providing funds and services to encourage States and localities to increase and/or expand much needed trauma care facilities and programs. I would note. though. Mr. President. that there are some trauma care facilities that are so financially stressed that they may not survive to be in the regional integrated trauma networks S. 15 will create. These are the trauma care centers along our southern border. Border area facilitiesalready struggling with uncompensated care losses associated with uninsured patients. inadequate reimbursement. and drugand crimerelated injuriesface the additional financial challenge of caring for large numbers of undocumented trauma victims. A number of trauma centers in the border counties of Texas. Arizona.
