Since the 1950s. when President Truman signed Into law the first Organic Act for Guam. and Puerto Rico embarked on its experiment with commonwealth. we have succeeded separately In developing most of the political Institutions which we need to govern ourselves. In both cases. we need further congressional action so that we can exercise selfgovernment and develop into selfsufficient and equal partners with our fellow Americans. It has been frustrating for us in the islands and for me In particular to watch as Americans welcomed with open arms immigrants from all over the world. integrating them Into the economic and political systems of this Nation. while looking down on me and my people. It is equally frustrating to stand by while this Nation hails the fall of the Iron Curtain and rise of new democracies in Eastern Europe while my people and the people of Puerto Rico have had to wait for 92 years now without receiving equality and dignity within this political system. These sister colonies have continued to petition Congress for a full measure of selfgovernment and dignity.
