Mr. Chairman. I rise in support of the Lewis amendment to H.R. 4300. Federal immigration policy has a substantial effect on my district. For instance. the cities in my district are required to educate. house. and care for migrants legalized under the Immigration Reform and Control Act of 1986. However. the requirements for obtaining Federal reimbursement are overly stringent. and the reimbursement fund. the State legalization impact assistance grant fund. has not been appropriated fully in recent years. Mr. Chairman. the Lewis amendment would authorize $500 million annually to pay State and local governments for the costs they will incur when H.R. 4300 becomes law.
