Mr. Chairman. in a very unusual procedure. as part of the Immigration Reform and Control Act in 1986. a special fund of money of $4 billion was set aside for special expenses incurred by State and local governments with respect to the legalization program. This amendment seeks to bootstrap onto that program. to avoid the appropriation process in the fiscal years 1992. 1993. 1994. and 1995. in order to spend without further review $4 billion of taxpayer money. This really is quite something.
