If that increase is kept firm and constant. we are going to be better for it. I do not support the 65percent increase that H.R. 4300 proposes. There is only one reason why critics of this amendment do not support a firm amendment. The 65percent increase in immigration levels is apparently not enough. and they have built a system that automatically grows without congressional action. Most Americans do not want those kinds of automatic increases. They want Congress to vote on any significant increases. My amendment would require Congress to vote on such an increase. and limit it to 630.000 immigrants per year. Mr. Chairman.
