I yield myself such time as I may consume. I would like to respond to a couple of points made by my colleague. the gentleman from California. He said that H.R. 4300 controlled illegal immigration. Well. yes. it does. but it does so by allowing people who are illegal immigrants to stay in this country indefinitely. The gentleman made the statement that individuals from a number of countries have to wait 10 years. 12 years. any number of years in order to be admitted under current law. Well. that is true. too. as far as it goes. but it leaves out a major truth. and that is that individuals who are in this country who are now permanent residents. depending on how long they have been in this country. can wait anywhere from 1 day to 5 years to become an American citizen. and at that point they can have automatically admitted every immediate member of their family.
