These are individuals who are allowed to come into this country temporarily when there is a proven absence of an American worker who could fill that particular position. The Wall Street Journal editorial yesterday has been quoted once. and I will quote it again. "The bills 25.000 annual ceiling on temporary skilled workers makes no economic sense at all."
