Mr. Speaker. I was very dismayed to learn that our own Department of State has sent a letter to the Immigration and Naturalization Service recommending that there be no asylum granted to dissidents because there is no wellfounded fear of persecution in China on the basis of political opinion. How can this be? It must be a mistake. Today many of our colleagues are joining me in a letter to Secretary of State Baker to call his attention to this situation and asking him to disassociate himself from this letter and to change the conditions which are sent to the Immigration and Naturalization Service from the Department of State. I urge my colleagues to join us in this fight. We promised we would never forget the martyrs of democracy in Tiananmen Square.
