We must reach out to natives of other countries to acquire an extra dimension to enable our Armed Forces to function effectively "in every clime and place...". In keeping with the recommendations of the Secretary of Labors Workforce 2000 Report. H.R. 5458 would give a limited number of immigrants permanent residence status after completing 6 years of honorable military service. The need for this bill is attested to by the support of the adjutants general of a number of states. including New York State. by the Militia Association of New York and by many other military. veterans and ethnic organizations. H.R. 5458 would provide for present defense needs and anticipate future national security contingencies. Utilizing only the manpower already present in our States. H.R. 5458 seeks to reimplement the principle of enlistment of limited numbers of immigrants to augment the future effectiveness of the U.S. Armed Forces. H.R. 5458 is a realistic reflection of the traditional relationship of the Armed Forces and society in American history.
