I believe and I hope that Secretary Baker will take the next logical step. and that is lifting the Trading With the Enemy Act economic restrictions imposed upon Cambodia and the assignment of a diplomaticpolitical team to Phnom Penh. Both of these actions should be taken in anticipation of an acceptable transitional government. and to encourage all parties to continue working toward the goals that have been set out by the permanent five members of the Security Council. Equally important. this will give CambodianAmericans. as well as Cambodian refugees living on the ThaiCambodian border. the opportunity to return. It will permit the kind of onsite and detailed observation which will be crucial as the final details of this agreement are developed. The Supreme National Council must be seen as an interim measure that will transfer power first to the United Nations and later to a duly elected government.
