Even if the employer sanctions had halted illegal immigration into the United States. the cost in terms of increased discrimination against American citizens and legal residents would still have been unacceptable. Frankly. Mr. President. the employer sanctions provisions of the Immigration Reform and Control Act of 1986 have been a failure. They have led to increased discrimination against Americans of Hispanic descent and other minorities and have imposed an incredible burden on American business. particularly agricultural enterprises. The Congress ought to own up to the fact that the employer sanctions provisions were a mistake and repeal them.
