The programs would assist Filipino students in making the difficult transition from high school and community colleges to 4year institutions of higher education. It would also allow the development of programs to increase recruitment efforts and decrease the high attrition rates that occur during the first year at 4year institutions. The intent of this legislation is to encourage Filipino youngsters to pursue higher education and to develop new educational programs that will assist Filipinos and immigrant Filipinos. This bill seeks to address the lack of educational opportunities. and attempts to resolve some of the basic roadblocks these students face in obtaining a higher education. I thank the President for this time.
