The Social Security Administration had thwarted the will of Congress. and not coincidentally. blocked an obvious need of the Immigration and Naturalization Service. In March 1988. the General Accounting Office released a report on ways to improve the integrity of the Social Security card. The report points out the present cards vulnerability to fraud and identifies a number of counterfeitresistant technologies that could be used to enhance the cards integrity. such as putting a hologram on the card.
