Customs Service with the tools it needs to better enforce U.S. trade and narcotics laws at our borders. offers us the opportunity to establish normal trading relations with Eastern Europe and other nonmarket economy countries to which we have not extended mostfavorednation status and will help to maintain the economic viability of the northwest timber industry. The Customs and Trade Act of 1990 will authorize an increase of 12 percent in the U.S. Customs Service personnel expenses for fiscal year 1991. Such an increase would allow customs to hire additional staff which is badly needed throughout the country. The problem areas of particular concern to me are the westernmost border crossings between Canada and Washington State. Traffic volume has increased over 50 percent in the past 5 years. resulting in delays of sometimes 4 hours to some travelers. During this same time.
