Mr. Chairman. I ask. What has America been. not what it could be or what It should be? One thing is true about our history. and that there always has been an evercontinuing struggle. a struggle for freedom and Justice and equality. The early immigrant groups faced that struggle. the women of this society faced that struggle. the minorities of this country. blacks. Hispanics. Asians. and Native Americans. faced that struggle. And by the 1960s we reached a consensus. a consensus that we would move in a direction that would allow the doors to be opened and allow remedies to be put in place and say that discrimination was wrong.
