President. today I am pleased to introduce legislation which would create in the State of Texas. the NorthSouth Center for the Study of Western Hemisphere Trade. The NorthSouth Center would be an academic research institute which would study the advantages and disadvantages from liberalized trade relations among countries from North. Central. and South America. The center will take a multidisciplinary approach. analyzing the effects increased trade would have. for example. on the wages of American workers or on illegal Latin American immigration to this country. It will employ leading scholars in the area of international trade and related areas of study. It will also provide scholarships and fellowships to students interested in these subjects.
