This statement set off a series of events which most observers agree not only was the last straw for Prime Minister Shamirs coalition government. but also doomed these delicate negotiations. A second. related area of concern Is the administrations attempt to enter Into a dialog with the PLO. which was conditioned upon the PLOs renunciation of terrorism.
