However. the total desolation of the rural economy did not occur and the rreat migrations of rural populations to urban centers was prevented. I assure each one of you. that is something we must forever avoid. Yet. today. we hear from certain Members of this body who suggest we put at risk the very Federal programs that protected urban centers from critical food shortages and surpluses of rural refugees. It is easy to tell voters that you are going to cut farm programs when those voters do not live on farms. But if we allow the farms to fail. and the infrastructure to disassemble. then what are we going to tell those voters when they ask why they are without food and their children are hungry.
