A survey conducted before the weekend of June 4. 1989. showed that 40 percent of Hong Kong residents were not confident about the future of the colony. The growing lack of confidence has already begun to take its toll. As of May. onethird of Hong Kong citizens were planning to emigrate before 1997: 45*000 left the colony in 1988. 45.000 more last year. and 55.000 are expected to leave this year. and 60.000 next year. The net loss for Hong Kong between now and 1997 could be as high as 600.000 to 700.000 people. A recent study indicates that a full onethird of Hong Kongs 1.55 million households are making plans to emigrate. What has Beijing done to restore this lost confidence? In a word.
